The Private Sector in the Electrical Energy Sector and the Place of Electricity Turkish Joint Stock Company in Kayseri and Surroundings
Electric energy is one of the essential elements for industrialization and development. It is a principle to meet the demand for electrical energy, which has a special content in terms of social content, on time and to provide reliable and quality energy. The first energy production in our country was produced from a mini water mill in Tarsus in 1902, and the first production was realized with the Silahtarağa Power Plant in 1914. This initiative was founded by Osmanlı Elektrik Dağıtım A.Ş., which continued its existence until 1938. and its foreign partners, and enabled Istanbul to meet electricity in those years.
From 1926 to 1929 and in the following years, around 40-50 companies were established to engage in electricity production, and due to the impact of the world economic crisis of those years, all of them, except for Kayseri ve Civarı Elektrik Türk A.Ş., were liquidated before they had a large presence.
Our company was established on 10 June 1326 (Gregorian 1910) as Kayseri and Surrounding Electricity Turkish Joint Stock Company, with the Concession Agreement signed on 11.10 1926, pursuant to the Decree of the Council of Ministers dated 18 August 1926 and numbered 4022, in order to provide electrical energy production, transmission, distribution and trading services for Kayseri and surrounding settlements, immediately after the proclamation of the Republic. It was established pursuant to the "Law on General Benefits Related Concessions" dated 11.08.2019. Our Company, one of the pioneers of Production and Distribution Companies in our country, is the only company that has continued its activities since then.
It produced electricity as much as the energy production opportunities of Central Anatolia allowed, and transmitted the electricity it produced to its subscribers through the Energy Transmission Lines and Distribution Networks it built with its own means. Bünyan Hydroelectric Power Plant with a capacity of 2×400 kVA (900 kVA was added in 1943), which was established with great difficulty and started production in 1929, later the Diesel Power Plant opposite Anatamir, and in 1961, the Sızır Hydroelectric Power Plant and Sızır with a capacity of 3x 2256 kW, near Sızır Town of Gemerek District of Sivas Province, under the leadership of Kayseri Municipality. By establishing the 66 kV ETL between Kayseri, our Company provided electrical energy transfer to Kayseri and its surroundings. Electrical energy is still produced from both of these power plants, which are operated by our Company.
As the concession period of Kayseri ve Civarı Elektrik Türk A.Ş. was 50 years and this period expired, in accordance with the provisional Article 6 of the Turkish Electricity Authority Law No. 1312, on 1 November 1982, the facilities built up to that day were transferred to the Turkish Electricity Authority free of charge.
Immediately after the publication of the Law No. 3096 dated 4.12.1984 on the Assignment of Electricity Production, Transmission, Distribution and Trade to Organizations Other than the Turkish Electricity Authority, our Company, which has successfully carried out the services mentioned in the law for more than 50 years, notified the Ministry of Energy and Natural Resources that it wanted to provide these services on a larger scale, this time with the contributions of the technical and economic opportunities of the time. The applications and requests made by our company as an authorized company were approved and the necessary permission was given by the decision of the Council of Ministers dated 27.11.1988. The "Assignment Agreement" was signed on 12.January 1989, the "Operation Rights Transfer Agreement" was signed on 8.January 1990 and the "Energy Sales Agreement" was signed on 9.February 1990, and the operating rights were transferred to our Company on 1.March.1990.
